Needed to sync luaotfload.

Now we can require luatexbase.loader and use lualibs in a texlua context (before it complained about a nil provides_module field).

No functions removed, few new additions.

Rename luaextra->lualibs when sensible, also use luatexbase instead of
luatextra.
